state. Jolene Palmer will be traveling from Lincoln Nebraska to
assist Christy Pace with the upcoming Supplemental Lesson training.

release of requests for proposals (RFPs) for organizations to bid to
serve as licensed vendors. Many submissions were received in response to
the RFPs. An exhaustive process ensued and D.A.R.E. America is pleased
to pronounce the resulting decision.

Elmhurst PD DARE
- Memorial Day Parade Invite
04/23/07 - DARE Officer Mike Reiman has extended an
invite for their upcoming Memorial Day Parade to IDOA members.
I would like to take this opportunity to invite
your department to participate in the D.A.R.E representation in the City
of Elmhurst Memorial Day Parade. If your department has a dedicated Dare
vehicle or a specialty vehicle your department would like to show off,
this would be an excellent opportunity to do just that, while showing
support for the Dare program and our nations past and present military
men and women.
The City of Elmhurst memorial Day Parade has grown to be DuPage Counties
largest Memorial Day Parade with well over a 100 entries and more than
9,000 spectators. In addition our Dare representation in the parade has
also grown to include numerous Dare vehicles and hundreds of marching
Dare students. We hope you will consider joining us and displaying your
Dare vehicle or specialty vehicle in the City of Elmhurst Memorial Day
Parade.
The parade is scheduled for Monday May 28th @ 9:00am. If you plan to

Retired DARE Officer Passes

DARE Officer Duane Van Landegen passed away on Saturday, April
14, 2007, at his home. Online condolences may be left for
the family at
www.wheelanfuneralhome.com. Flowers were sent to family on behalf of
IDOA membership.
Funeral services and Mass of Christian Burial will
10 a.m. Wednesday at St. Mary's Catholic Church, Rock Island. Burial
will be in Calvary Cemetery, Rock Island. Visitation is 3 to 8 p.m.
Tuesday at the Wheelan Funeral Home, Rock Island. In lieu of flowers,
memorials may be made to the family for a memorial to be established
later.
Duane was born Aug. 14, 1954, in Rock Island, a son
of Edmund and Agnes Nagel Van Landegen. He graduated from United
Township High School, East Moline, and received his associate's degree
in law enforcement from Black Hawk College, Moline. He received numerous
other certifications in areas such as diving and criminal investigation.
He served as a police officer for the city of Rock
Island for 30 years. Duane began his career as a patrolman and later
served as a field training officer, firearms instructor, was a member of
the police dive team and for 10 years was the department DARE officer.
He retired in 2005. In his retirement, Duane was supervisor of
maintenance for Blackhawk State Bank.
He was a member of St. Mary's Catholic Church, Rock
Island, the Rock Island/Milan Booster Club, PADI, Ducks Unlimited, the
Rock Island Conservation Club, East End Club and PAWS. Duane was named
Citizen of the Year in 1998 by the City of Rock Island in the City
Employee Category. He enjoyed volunteering for community events,
especially those that benefited children and youth, and also enjoyed
scuba diving.
Survivors include his mother, Agnes Van Landegen,
Rock Island; brothers and sister-in-law, David and Cindy Van Landegen,
Rock Island, and Daniel Van Landegen, Aledo; nephews, Luke and Matthew
Van Landegen, and a niece, Sarah Van Landegen. He was preceded in death
by his father, Edmund; and sister-in-law, Theresa.

Media Release - Proclamation
04/11/07 - The National DARE Day Proclamation by The
President of The United States.
Each year, Drug Abuse Resistance Education (D.A.R.E.)
teaches millions of children across our country how to resist drugs and
violence. On National D.A.R.E. Day, we honor the individuals who help
our Nation's young people avoid the dangers of substance abuse and
become productive citizens.
For more than two decades, D.A.R.E. programs have taught America's youth
about the devastating effects of drug use and encouraged them to lead
drug-free and violence-free lives of purpose. By opening the lines of
communication between law enforcement, educators, and students, all
those involved in D.A.R.E. help save lives and stop drug use before it
starts.
My Administration is dedicated to fighting drug use throughout our
country. The National Youth Anti-Drug Media Campaign is working with the
Partnership for a Drug-Free America to teach our youth about resisting
the pressure to use drugs. Additionally, the Helping America's Youth
initiative, led by First Lady Laura Bush, encourages community
partnerships that bring together families, faith-based and community
organizations, and schools to help make a positive impact on the lives
of young people. Through the Strategic Prevention Framework and the Drug
Free Communities Program, we are also helping communities to develop
effective local strategies to prevent substance abuse. By working
together, we can reduce illicit drug use and help every child realize
the promise of our country.
Youth development programs like D.A.R.E. encourage our Nation's children
to make healthy choices that lead to a better future. This year's
National D.A.R.E. day is an opportunity to renew our commitment to
building strong, drug-free communities.
NOW, THEREFORE, I, GEORGE W. BUSH, President of the United States of
America, by virtue of the authority vested in me by the Constitution and
laws of the United States, do hereby proclaim April 12, 2007, as
National D.A.R.E. Day. I urge all young people to make good decisions
and call upon all Americans to recognize our collective responsibility
to combat every form of drug abuse and to support all those who work to
help our children avoid drug use and violence.

Rivermen is scheduled for Sunday, March 18, 2007. The Peoria Rivermen Hockey
Team, are a AHL affiliate of the St. Louis Blues Hockey team. Tickets are
$6.50 upper bowl (regularly $12.50) and the game starts at 4PM. For more

In-Service - Room Reservations

02/12/07 - Members should make room reservations
within the next few days for the Spring In-Service in Rockford.
The demand for the Clock Tower - Coco Key Water Park Resort is causing a
shortage of available rooms on 04/27/2007.
The rooms are not blocked, but the $70 rate can be obtained by
requesting the government rate when making reservations. Members
will need to pay the regular room rate to receive 4 tickets for
admission to the resort.

NNO Car Show Invite
01/26/07 - The following request was received from
past president Dave White.
Greetings DARE Officers past and present,
I am a
past president of the IDOA from Bloomington. I was the Bloomington
DepartmentsPolice Department�s first DARE Officer back in 1990. I am now
the Public Affairs Officer for our department and also one of the
coordinators for our annual National Night Out.
The Bloomington Police Department theme for 2007 is "DARE
to Make A Difference". In that theme we celebrate 20 years of DARE in
Illinois. As a part of our event, we are looking for DARE vehicles from
across the state to be a part of a vehicle display. We look forward to
showing the teamwork that DARE officers offer to their students and
families here at our event.
I know that many departments observe their own NNO
program as well, many do not. I would like to invite the IDOA members
across Illinois to attend our event on August 7th. Our evening will
start at about 5:30 pm and run until 9:00 pm. Our goal is to have as
many DARE vehicles on display as possible from 5:30 pm until about 7:30
pm.. There are no awards for this event. Just the opportunity to help
promote a very worthwhile cause. Any member of the IDOA or even the NDOA
is invited to attend our event as well.
Each year the Bloomington National Night Out event draws
around 10,000 people. We offer free fun, arcade games, hot dogs, soda,
popcorn, and cotton candy. We invite the towns athletic teams, The
Bloomington Extreme arena football team, Prairie Thunder hockey, Twin
City Storm semi pro outdoor football team, ISU athletes, IWU athletes,
and many other civic minded groups to display their community
participation programs. Live music, Karaoke stage, Fire and EMS units
will also be on display.

Rotary Car Show - DARE Cars Needed!
08/07/06 - On August 19, 2006 (rain date on following
Saturday) the Wilmington, Illinois Rotary is hosting a Car and
Motorcycle Cruise Night charity event. The event will be held on North
Water Street in downtown Wilmington, Illinois on Old Route 66 (where
route 102 meets route 53). The event will begin at 6:00pm and awards
will be given at 8:30pm. Vehicles will pay $10 at the gate. T-shirts to
1st 50 vehicles and dash plaques to 1st 100. Trophies for best of make,
best motorcycle, and a memorial trophy. There will be a DJ, 20+ antique
and specialty shops and food on the street. Take a ride on Route 66 and

07/14/06 - Wheaton FOP Lodge #200 has
asked that an open invite be given to Illinois DARE Officers and their
departments for their upcoming Golf Playday. All proceeds from
this year's event will be donated to Wheaton Police Officer Bob Krolikowski
and his family. Officer Krolikowski's seven year old daughter Libby
was recently diagnosed with Pontine Glioma, an inoperable brain tumor.

04/08/06 - DARE Officer Rich Janske will be retiring
in June after serving as a Police Officer for the City of Wheaton for
the past thirty years. Rich has been a full time DARE Officer for over
ten years, teaching both Elementary and Middle School DARE as well as
serving as one of the department's Crime Prevention Officers. Rich has
made valuable contributions to the City of Wheaton and has impacted the
lives of thousands of children. He will be missed. When you see Officer
Janske, please acknowledge the many contributions he has made to the
DARE Program through his dedicated service.

04/08/06 - DARE Officer Cindy Berwanger is retiring in
October of this year after serving the children of her community for 16
years as their DARE Officer. Cindy will marry in May and plans to
move to Texas with her husband, Ed Hart.

Elementary DARE Evaluation Study Assistance Request
03/28/06 - Illinois State DARE Training Coordinator,
Dr. John Wyant, has requested any interested agencies and partner
schools that can meet the following requirements, contact him for
further information.
DARE America is looking for schools that have
current 5th graders who have NOT received DARE in the last year or so
and wish to start the program next school year (2006-2007). These
students would take a brief survey this spring and then followed for the
next two years.
Specifically a selected school’s requirements include:
a) The school does not now have DARE, but would be willing to implement
it (or is already scheduled to implement it) to their 5th graders by the
spring of 2007. Ideally they would also commit to the DARE middle school
program, when the fall 2006 5th graders are in the 7th grade.
b) Participating schools should be configured so that they contain 5th
through 8th graders (in the same building, or on the same campus). We
know that this may be an unrealistic expectation, so we could certainly
live with one middle school that is fed by one elementary school, just
as long as both schools commit to work closely with us.
c) The current 5th grade should be made up of at least 100 5th graders
(approx. 5 or more classes of them).
d) The school is not currently participating in any other drug education
prevention program.
e) The school is willing to cooperate with our survey requirements.

affiliate, is hosting D.A.R.E. night on Sunday, February 26, 2006, at
5PM. They are offering a special ticket price to all D.A.R.E.
graduates, current D.A..R.E. students, teachers, parents and D.A.R.E.
officers. The offer is for an upper bowl seat at $4.50 per ticket.

Americas D.A.R.E. Dance has joined forces with hip hop sensation The
JammX Kids to help fight a health crisis facing todays youth. The JammX
Kids, nine multicultural kids between the ages of 9 and 17, are kids
helping kids shake off todays more sedentary behavior to move, groove
and dance their way into a physically active and healthy lifestyle. The
JammX Kids also recently announced their partnership with basketball
great Shaquille ONeal to encourage kids to get active, eat smart and
grow up well.
Among the many facets of the partnership between D.A.R.E. and The JammX
Kids, The JammX Kids upcoming DVDs, which will be distributed by Warner
Home Video, will become part of the curriculum of the D.A.R.E. Dance
program implemented in elementary, middle and high schools nationwide.
The JammX Kids will make appearances at D.A.R.E. Dance programs in
numerous schools throughout the U.S.; they will appear in PSAs for
D.A.R.E. and star in two television specials early this year on Kids WB!
The JammX Kids are tackling the childhood obesity problem by working
directly with youths across the nation to fight this obesity trend,
teaching them to get movin, groovin and dancin into a more active,
healthy lifestyle, while also raising their self-esteem.
The JammX Kids share our concern for the well-being and health of kids
and are a perfect complement to our D.A.R.E. Dance program, said Charlie
J. Parsons, President & CEO of D.A.R.E. America. The JammX Kids are an
extraordinarily talented group of youngsters who will be great
ambassadors for D.A.R.E. and a huge asset as we continue to build
D.A.R.E. Dance.

have improved slightly since June 2005.
The list shows that 524 officers have been elementary trained. Out of
that number 311 have taken the Elementary Phase III Test On Line, 213
still need it. For the Middle School Training 201 Officers have
been certified, and 44 have taken the Middle School Phase III Test On
Line, 157 still need . Your Student ID Number and Password are on
the list. If you have taken the training and are not on the list,
contact a Board member with when you took the update Curriculum and
where and they will attempt to get that information from you.

Vermilion
County D.A.R.E. Officer, Deputy Dennis Gardner, was severely injured
while on motorcycle patrol near Kickapoo State Park west of Danville on
Saturday September 17th. Dennis suffered a compound fracture to his
lower left leg and extensive injuries to his ankle and foot when he was
struck by a truck. Dennis will be going through a series of operations
to try to repair as much of the damaged area as possible. He is
currently being cared for at Carle Hospital Trauma Center in Champaign.

Scott Harmon - Galena PD

06/16/05 - DARE Officer Scott Harmon
from the Galena, IL Police Department returned from active duty in
Operation Iraqi Freedom due to an illness. Officer Harmon was diagnosed
with diverticulitis, a disease in his intestine. Officer Harmon
underwent surgery at the Great Lakes Naval Station. During the
operation, doctors discovered that the disease had progressed further
than they expected. Officer Harmon had his entire large intestine
removed before being transferred to a Milwaukee Hospital for recovery.
Officer Harmon is expected to recover however the recovery time is
estimated at about two years.
During this time, Officer Harmon's family has come under financial
hardship. Anyone who would wish to donate money or send cards of
